This will consistently get you 5 or 6 good duration missions to level your soldiers up on in the first few weeks of the game, allowing you to get three teams up and running immediately. Go finish making contact with your second region, flip all the rebels there to intel, and scan there with the Avenger this region has another two fresh activities in it to detect for two more missions. Scan with your Avenger in your starting region for another four days or so. This will create another two there waiting to be detected. Launch the two missions in your starting region (ideally at around the same time). While waiting for the missions you've discovered to launch, start contacting your second region, but don't finish contacting it.
Go contact the Black Market while Resistance Communications finishes. Immediately flip all rebels to intel and scan at your starting haven with the Avenger for four days while researching Resistance Communications. I think there's lots of room for player preference when it comes to buildings, but one place where I'm pretty sure it's just clear what the best strategy is is generating missions:
